A meeting of executive members of central government employees coordination committee took place on 09-01-2016 at narbal to discuss some important issues and formulate a strategy which could be followed to deal with the extension process of MESSING and DIEM allowances order.The meeting was chaired by SOFI ASHRAF .The acting president of the committe could not present himself due to an unavoidable official work.Other executive council members who tookpart were Mr FAROOQ HAZAR OF POSTS ,Mr ROUF OF DOORDARSHAN,Mr ALTAF OF RADIO. Mr M SHAFI,M ASHRAF Mr MASOOD AHMAD were also present in the meeting.With the permision of chair the general secretary Mr Farooq hazar initiated the discussion on the points of agenda which were finalized before the start of the meeting .
1.Firstly the non-participation of the members in the previous meetings was viewed seriously.It was emphasized upon the members to participate actively . The activities of the ordination committee almost came to a stand still due to non-participation of the members in the previous meetings following which no major work could be executed.
2. It was unanimously agreed upon to draft a letter seeking enhancement in messing allowances at par with th ration money being given to CAPF,which shall be submitted to D.O.p.T for consideration.
3.CGHS facility ,the prime demand of coordination committee has been discussed in detail. In this direction,the coordination committee has completed all the formalities which they were entrusted to complete as per the guidelines of central health ministry ,but the lack of infrastructure in private hospitals,their registration issue and also the non cooperative response of the private nursing homes has led to in effectiveness of the implementation of the CGHS scheme.In this regard fresh measures shall be undertaken to make the CGHS implemented.
4. Recent letter od confedartion of central government employees and workers was discussed.Mr Farooq and Mr Rouf have been nominated to proceed to Delhi on 11-02-2016 to take part in the national executive meeting of confederation which is scheduled on 12-02-2016 at ITEF headquarters rajouri Garden New Delhi .They will also interact with different central ministries for taking up various issues pertaining to central government employees ok kashmie valley like
i) issues of gramin dak sevaks
ii) regularization of casual labour services working with different central government offices in kashmir
iii) micro and small entrepreneurship deptt. diem and messing allowance issue .Also a letter to be submitted to MHA secretary in this regard.
Mr Farooq and Mr Rouf have been asked to stay in Delhi for a Weeks time to accomplish the jobs in full.A grant of Rs 15000 has been sanctiond for their expenses.
5. Next meeting after 26-01-2016 and before 11-02-2016 has been proposed and the RAILWAYS has ben agreed for the said meeting venue.
6. It has been deeply felt to enhance the yearly subscription of members from existing s 50 to Rs 10 as the requirement of amount to meet the expenditure of the committee has increased manifold.The decision in this regard is likely to be taken in the next meeting.
The participants also perceived the need of finalization of of constitutional draft .With regard to this Mr Farooq told the members about the constitution for hiring a legal expert who could be handy in completing this process so that constitution is framed and vetted.The issue needs further discussion.
